Joint Seminar Highlights Key Developments in Mainland CyberSecurity

On October 31, 2024, the Hong Kong China Network Security Association (HKCNSA), in collaboration with corporate member Hewlett Packard Enterprise, successfully hosted a joint seminar featuring the Data Privacy and China Affairs Committees. The event attracted cybersecurity experts and scholars from Hong Kong and Mainland China, fostering valuable discussions on regulatory frameworks, industry innovation, and future challenges.

 



Mr. David Ip, Founding Chairman of the HKCNSA, opened the seminar with an insightful speech emphasizing the urgent need to enhance Hong Kong's cybersecurity infrastructure. He highlighted the importance of aligning local policies with international standards while addressing regional needs to ensure security and modernization. Mr. Ip also underscored HKCNSA’s commitment to fostering collaboration and driving innovation in critical infrastructure development.

Ms. Chandy Ye, Vice President of HKCNSA and Director of the Data Privacy Committee, introduced the mainland's comprehensive “3+1” cybersecurity legal framework. She provided in-depth analysis of key regulations, including the Cyber Data Security Management Regulations (effective January 1, 2025), the Cyber Security Law, the Data Security Law, and the Personal Information Protection Law. Ms. Ye highlighted the importance of data classification, graded protection, and incident response protocols, offering actionable insights for managing cybersecurity incients effectively.

Mr. Noble Yin, Director of the China Affair Committee , expanded on the mainland's cybersecurity grading protection system and its implications for Hong Kong. He emphasized the need to address gaps in local cybersecurity regulations and called for stronger legal frameworks tailored to Hong Kong’s context. Mr. Yin also advocated for bolstering technological innovation and incubation in Hong Kong to support the growth of the local cybersecurity industry and address future challenges.

This seminar provided an efficient platform for in-depth exchanges between Hong Kong and mainland cybersecurity professionals. Discussions on legal regulations, technological advancements, and practical applications offered attendees valuable perspectives on the current landscape and future direction of the cybersecurity industry.
