Wilson Tang


Vice Chairman and Director of Telecommunication Network Security Committee

Wilson is an industry leader with nearly 20 years of experience in cybersecurity. As the CISO of one of the major telco operators in Hong Kong, Wilson lead the Information Security team on threat hunting, minimize cyber risk and building a security aware culture. Wilson believes that proactiveness and bringing value to talents are the key factors to success. Prior to his current role, Wilson served an international consulting firm for 5 years and a local system integrator for 15 years.

 

Wilson sees the advanced of network security in Chinese vendors while at the same time see Hong Kong lack a platform for security experts from different industries to share their experience, and that’s the reason Wilson joined the Association hoping to learn more from different experts and share his valuable experience.

 

Wilson holds a Bachelor Degree of Computing Science from University of New England (Australia) and was awarded as CISO of the Year by Revive Tech Asia Awards 2023.

Dicky Wong

Vice Chairman and Director of Infrastructure Network Security Committee

Mr. Wong is currently the Head of Technology Risk for New World Corporate Services, a New World Group Member. He is responsible for overseeing and governing all technology risk and cyber security related compliance & management matters within the group. One of the major tasks of Mr. Wong is to define, design and implement a comprehensive and robust risk framework & protection for the group that applies to all Business Units.

 

Prior to that, Mr. Wong was with the Hong Kong Police Force for over 10 years and he has held several cyber crime related management positions including being in charge of the Technology Crime investigation team, took up the role of Head of the Cyber Security Centre and the lead of the Collaboration team of the Cyber Security and Technology Crime Bureau (CSTCB), Mr. WONG has gained tremendous amount of experience in technology crime investigation, setting up cyber security framework and handling cyber attacks including the large scaled cyber attacks occurred in Hong Kong.

 

Mr. Wong is currently volunteering as the following:

  • Director of Government Relationship Development for Cloud Security Alliance (CSA HK & Macau Chapter).

  • Director of the Infrastructure Security Committee for the Hong Kong China Network Security Association

  • Executive Committee member for the Cyber Security Specialist Group for the Hong Kong Computer society

  • Member of the HKSTP Data Governance Think Tank Group.

 

Mr. Wong is an INTERPOL accredited trainer in Computer Forensics, Certified Ethical Hacker, Certified Penetration Tester. Mr. Wong is currently a CUHK EMBA student and obtained a Bachelor’s Degree in Management Economics from University of Essex, United Kingdom.

Weiqun Gu

Weiqun Gu is the cybersecurity expert in Ant Group and the head of the Technical Committee of the Aspect-Oriented Technology Alliance (AOTA). He has been deeply involved in the field of network and information security for more than 10 years, dedicated to linking innovative technologies and complex business scenarios through products and solutions, and achieving a leapfrog improvement in the effectiveness and efficiency of security capabilities in combating governance.

 

Weiqun Gu has rich practical experience in security product and architecture construction in large-scale Internet enterprises, leading and participating in the development of security architecture and product systems in multiple areas such as wireless security, zero-trust in production network, application security, threat confrontation, data security, and security parallel interoperability for companies such as 360 Group, Qianxin Group, and Ant Group, and promoting the open-source construction of aspect-oriented technology products.

Michael Cheung

Michael Cheung is an experienced, committed, and enthusiastic IT practitioner with over 15 years of service in this industry, specialized in the domains of cybersecurity and digital forensic.  Michael graduated from UCLA with the major in Computer Science.  Michael is a certified security expert possessing multiple certificates including CISSP, CHFI, CISM and CISA. 

 

Michael is currently the Head of Cyber Security Operations of AS Watson Group, overseeing and managing global cybersecurity of over 30 business units of the Group including China, Asia and Europe, covering the areas of cloud systems, corporate infrastructure, e-commerce platforms, stores and mobile devices, etc.  Prior to joining AS Watson Group, Michael was the Chief Inspector of the Hong Kong Police Force.  During his service, Michael served at the Cyber Security Division, the Forensics and Training Division and the Cyber Intelligence Division of Cyber Security and Technology Crime Bureau (CSTCB). 

 

Over the years, Michael in-charged several major projects, such as the first Hong Kong Government Inter-departmental Cyber Security Drill, the first HKP Cyber Security Campaign, the first HKP Cyber Security Competition, and the development of anti-email scam software with HKU, etc.

Dr. Hong Lou

Dr. Hong Lou’s social appointments also include senior expert in government procurement review at the Shenzhen Finance Bureau, mediation expert at the Mediation Center of the Shenzhen Court of International Arbitration, director of the Chinese Behavioral Law Association, and arbitrator at the China Chongqing Arbitration Commission.

Catherine Guo

Catherine Guo specializes in commercial dispute resolution. Her clients include government organizations, businesses, and individuals from countries such as the United Kingdom, the United States, Germany, France, Belgium, Switzerland, the Netherlands, Australia, Italy, Hungary, South Africa, South Korea, Thailand, and more. As the Head of International Legal Affairs at Jinghe Capital Law Firm, she has also organized a team of lawyers and participated in handling criminal defense cases for clients with international backgrounds.

 

She began her legal career at Jinghe Capital Law Firm in 2004. She was recommended by the Ministry of Justice of China and selected by the Law Society of England and Wales to participate in a 10-month training program for young Chinese lawyers to become judges.

 

Before becoming a lawyer in 2003, she worked as a journalist for Xinhua News Agency and China Central Television (CCTV) for 10 years.

Mr. K.L. Chan founded ACW Group in 1986 in Singapore and Hong Kong, engaging in computer and software agency. Subsequently, in response to the optimization, breakthrough and development of new technologies, he successively established seven technology companies to engage in the agency of network security products, the implementation of enterprise solutions (ERP, CRM, SCM, etc.), and cloud infrastructure, building and maintaining cloud platforms for clients.

 

His latest company, Alfa Cloud, is involved in consulting and construction for enterprise transformation using applied technology, as well as establishing self-operated online training and network security practice grounds, focusing on the training of network security personnel, artificial intelligence, and machine learning systems. Mr. Chan, comparing Hong Kong with Singapore and China, sees that in terms of network security, the government and enterprises each operate independently. He hopes that joining the association can strengthen communication and coordination among all parties.

 

Mr. Chan graduated from the Department of Engineering and Business Administration at the National University of Singapore.

Raymond Liu

Billy Fung

Billy Fung is a senior IT manager and security expert with experience in IT services and project management. He has worked as a project manager for an insurance company that offered IT services to over 700 staffs and 2000 sales agents in multiple offices. He successfully delivered many multi-million dollar projects and was selected as one of the HiPro members in the leadership program. He also received the Cyber Security Professionals Award in 2016.

Besides, he is a VTC mentor in the VTC IT Mentorship Scheme since 2016. He enjoys giving back and making an impact on other people’s lives.

Billy was the Group IT manager of a fast-growing financial services listed group company. His team provided IT service to the consortium that brought innovative business solutions to improve operational efficiencies and competitiveness in the financial service industry.

Billy was also the Director of a strongest China-invested bank in overseas markets. He managed and delivered many key projects and also led the operation team from time to time.

Now, Billy is leading his infrastructure and operations team to deliver high-quality work with balancing quality and speed in a “Bank for Everyone” by making cutting-edge virtual banking services accessible at our customers’ fingertips.
 

Cypri Yu

Cypri Yu is a certified professional in information security, cyber security, and digital investigation. He holds certifications such as CISSP, CISA, EnCE, CCPA, NCE, and CCNA. 

Cypri has more than 20 years of experience in consulting for private and public clients, especially military and law enforcement agencies in Asia Pacific, such as the Singapore Police Force, the Royal Thai Police, the National Intelligence Agency of Indonesia, and the Hong Kong Police Force. 

Cypri has designed and implemented various information security solutions and data centers for clients, such as firewalls, VPNs, anti-virus, anti-spam, web content filtering, employee computer-behavior monitoring, digital video recording, and biometric door access controls. He has also conducted computer and mobile forensics investigations, covering lawful on-site digital evidence acquisition and analysis. He has advised clients on sensitive information protection, credit card processing systems audit and information security, and computer networks vulnerability assessment. 

 

Cypri currently works for Binary Solutions Limited, a leading IT security company, and trains various Asian agencies on information security and digital investigation. He speaks English, Mandarin, and Cantonese.

Chandy Ye

Chandy Ye is a dual qualified Hong Kong solicitor and PRC lawyer with over 10 years of experience in data protection and privacy compliance matters in Greater China and other highly regulated regions such as Europe. She has unique and cutting-edge expertise as in-house counsel working in the global cybersecurity compliance program of a market leading German software and cloud services company. She handles various complicated cybersecurity, data protection and privacy compliance issues under the EU GDPR, China PIPL and Hong Kong PDPO. 


Chandy holds certifications from the International Association of Privacy Professionals (IAPP) as a Certified Information Privacy Professional (CIPP/EU) and a Certified Information Privacy Manager (CIPM). She is also a member of the DPO club set up by Hong Kong’s Privacy Commissioner for Personal Data. Chandy has extensive experience as in-house counsel with major B2B and B2C e-commerce platforms. She has also worked in Hong Kong, Beijing and London offices of renowned international law firms.


Chandy is also a founding member of the committee for members with mainland background under the Law Society of Hong Kong.

Ricky Leung

Ricky Leung has more than 20 years of experience in Internet research and development and entrepreneurship. He leads ASTRI's Network security research and development team, focusing on the development of various network security innovation technologies, including the use of advanced technologies such as machine learning, large language models, big data analysis and blockchain, which are applied to various aspects of attack simulation, intelligence collection, situation assessment, defense and intrusion detection. In 2023, it won several international and Hong Kong Innovation and Technology Awards.

 

Mr. Leung has worked in depth with various government departments and regulatory bodies, in particular the Office of the Government Chief Information Officer (OGCIO), the Hong Kong Monetary Authority (HKMA) and the Cyber Security and Technology Crime Bureau (CSTCB) of the Hong Kong Police Force in various aspects of cyber security application technology, publicity and promotion, and personnel training. In recent years, it has actively engaged in technical exchanges with universities and domestic and foreign industries, and has also served as a bridge for mainland industries to settle in Hong Kong and enter the international market.

 

Ricky Leung holds a Master of Philosophy in Computer Science from the Hong Kong University of Science and Technology (HKUST) and a Bachelor of Information Technology degree from the City University of HK, and holds a number of professional technical certificates.
