HKCNSA Visits Environmental Protection Department to Discuss E-Waste Disposal and Data Security Cooperation

On March 4, 2025, led by the founding chairman Mr. David Ip, the Hong Kong China Network Security Association (HKCNSA) visited the Hong Kong Environmental Protection Department (EPD) and had an in-depth discussion with Deputy Director of Environmental Protection (Waste Reduction), Mr. Kenneth Cheng Kin, and his team on e-waste management and data security. The meeting focused on the strategic framework of the "Hong Kong Resource Circulation Blueprint 2035," emphasizing e-waste management and the construction of data security systems within the industry chain.



Deputy Director Kenneth Cheng detailed Hong Kong's systematic measures to tackle e-waste, including the "Hong Kong Resource Circulation Blueprint 2035" and the "Producer Responsibility Scheme" (PRS). He pointed out that since the implementation of the "Waste Electrical and Electronic Equipment Producer Responsibility Scheme" (WPRS) in 2018, the processing procedures for 10 types of electronic devices have been regulated, and the "WEEE·PARK" facility processes over 20,000 tons of e-waste annually. Additionally, the EPD strictly enforces the revised provisions of the Basel Convention, comprehensively regulating the cross-border transfer of e-waste. The EPD's recycling network now covers 85% of Hong Kong's population, encouraging residents to practice source separation and clean recycling.


Regarding data security, association members shared that when handling hard drives containing data, they adhere to the "Personal Data (Privacy) Ordinance" and use data destruction technologies that meet international standards to ensure data cannot be recovered, thus protecting consumer privacy rights. They also prevent the leakage of sensitive data through closed-loop supervision and collaborate with local network security agencies to regularly review processing procedures and strengthen supply chain risk management.



Moreover, both parties had an in-depth discussion on the handling of hard drives storing data. Association members shared their experiences and views on data security and e-waste processing, providing valuable suggestions. They emphasized that data security is a crucial issue in the e-waste processing process, and strict technical and management measures must be taken to ensure the secure destruction of data.




This visit deepened the HKCNSA's understanding of the EPD's work in e-waste processing and data security. Both parties expressed their intention to continue strengthening cooperation to jointly promote the development of Hong Kong's environmental protection efforts, the transformation of the circular economy, and the construction of a sustainable society.
