Uniting Strengths, Embarking on a New Chapter |HKCNSA 2nd Anniversary Ceremony Concludes Successfully

On January 27, 2026, the Hong Kong China Network Security Association (HKCNSA) held its 2nd Anniversary Ceremony in Hong Kong, marking a new stage in advancing cybersecurity collaboration, ecosystem building, and industry connectivity across Hong Kong and the region. Under the theme “Together Against Threats,” the event brought together representatives from government, regulators, business leaders, academia, and cybersecurity professionals to focus on the intersection of artificial intelligence, critical‑infrastructure protection, and data governance, and to explore pathways to strengthen local and regional digital resilience. 





Distinguished guests from public institutions and the private sector attended the opening ceremony, including Mr Raymond Lam, Chief Superintendent of the Cyber Security and Technology Crime Bureau of the Hong Kong Police Force; Mr Brad Kwok, Acting Chief Personal Data Officer (Compliance & Enquiries) at the Office of the Privacy Commissioner for Personal Data; Dr Peter K. T. Wan, Chairman of the Board at Heep Hong Society; Mr David Ip, Founding Chairman of HKCNSA; and Mr Wilson Tang, Vice Chair of HKCNSA. 





At the outset, Mr David Ip, Founding Chairman of HKCNSA, delivered a welcome address reviewing the Association’s efforts over the past two years to advance policy dialogue and talent development through forums, training, and cross‑sector exchanges; to date, corporate membership has exceeded one hundred. Mr Ip noted that the Association will continue to serve as a bridge, supporting the industry in improving governance around the Protection of Critical Infrastructures (Computer Systems) Ordinance (hereinafter “CI Law”), AI security governance, and supply‑chain risk management.

In the opening keynote, Mr Raymond Lam, Chief Superintendent of the Cyber Security and Technology Crime Bureau, cited presentation figures indicating that, in recent years, technology‑crime cases have been around 31,000 with losses of approximately HK$6 billion (based on the keynote data). He proposed a coordinated framework—covering legislation and governance, proactive intelligence, infrastructure resilience, regional and international cooperation, public‑private partnership, and public awareness—as a direction for enhancing overall defenses, and emphasized the importance of security by design.

Dr Peter K. T. Wan, Chairman of the Board at Heep Hong Society, spoke on “The Confluence of Care and Code,” noting that the organization serves more than 27,000 families annually, with over 1,400 professionals across more than 70 service units. Given the sensitivity of records relating to children and families, he highlighted that cybersecurity is a board‑level governance and compliance priority, and encouraged closer collaboration between industry and social‑service organizations to advance innovation under a trust‑by‑design approach.

In the keynote session, Mr Terry Leung, General Manager, North Asia at HCLSoftware, delivered “From CI Law to AI Threats,” outlining CI Law compliance points and timelines, and noting that enterprises should strengthen application security, endpoint management, and operational monitoring in parallel to address AI‑driven phishing and exploitation. Ms Vivien Alyaz, OneTrust Territory Lead for Hong Kong, delivered “Co‑Existence of Privacy and Cybersecurity in the Age of Agentic AI,” recommending the establishment of AI inventories, unified risk assessment, and cross‑functional governance mechanisms to raise privacy and security maturity in tandem.

At the enterprise‑practice level, speakers from Akamai and I‑TRACING addressed, respectively, application and API security in the AI era, and 24/7 SOC operations with local compliance implementation. They proposed approaches to strengthen observability and operational resilience across the build–scale–protect lifecycle, in response to new risks arising from GenAI/agentic AI and to support CI Law compliance.

A roundtable discussion was moderated by Ms Chandy Ye, Vice Chair of HKCNSA, with discussants including Mr Wilson Tang, Vice Chair of HKCNSA; Ms Silvia Ihensekhien; Mr Eric Wong; and Mr Isaiah Wong, Director of the Financial Services Cybersecurity Committee. The discussion focused on integrating generative/agentic AI with security governance, the industry impact and compliance cadence of CI Law implementation, and the financial sector’s preparation for post‑quantum cryptography (PQC) and HKMA Fintech 3.0. It also recommended that enterprises prioritize documented and regularly updated data‑protection policies, supply‑chain visibility, and attack‑surface management.

The afternoon program centered on technical topics including AI‑driven security operations, data resilience, open‑source governance, and the service‑oriented enablement of AI applications. In “What makes HKCNSA unique,” Mr Wilson Tang, Vice Chair of HKCNSA, described operating principles focused on simplicity, efficiency, and knowledge sharing; a two‑way “give & take” member culture; and ongoing collaboration through workshops, forums, and regular engagement with government departments to foster cooperation and consensus. 

In addition, speakers from LogEase, Veeam Software, Red Hat, and Yunke (Digital China) offered implementation‑oriented recommendations on AI‑driven security operations, data‑resilience practices, open‑source–based security architectures, and the service‑oriented deployment of AI.
