On November 13, 2025, the Hong Kong China Network Security Association (HKCNSA), led by its Founding Chairman, Mr. David Ip, held a productive discussion with the Office of the Communications Authority. Alongside the vice-chairs of the association, Wilson Tang and Chandy Ye, and the Cyber Legal Policy Committee's Frankie Tam, we explored ways to strengthen collaboration and promote and enhance Hong Kong’s overall cybersecurity awareness.
Established on April 1, 2012, the Communications Authority is an independent statutory body from the Communications Authority and the telecommunications industry. Its executive department, the Office of the Communications Authority, licenses and regulates telecommunications and broadcasting services, manages radio spectrum, and provides advice on matters related to combating unsolicited electronic messages.
During the discussion, both parties exchanged views on public education, the promotion of best practices, and the establishment of long-term digital trust. They also explored how collaboration between industry and regulators can support Hong Kong’s sustainable digital development, recognizing that cybersecurity is a shared responsibility across society. Looking ahead, the association will continue engaging with regulatory bodies to shape a resilient and digitally secure future.
