HKCNSA Cybersecurity Seminar Successfully Held, Focusing on the Integration of Global Standards and Local Regulatory Practices

On 7 May 2026, the Hong Kong China Network Security Association (HKCNSA), in collaboration with the British Consulate General Hong Kong, BSI, and Howden, successfully held a Cybersecurity Seminar at the British Consulate General Hong Kong. The seminar, themed “Integrating Global Standards with Local Law”, explored how international standards such as ISO/IEC 27001 can be effectively implemented within local regulatory frameworks, as well as the role of cyber insurance in enhancing organisational cyber resilience. The event attracted professionals from the financial, legal, and cybersecurity sectors.



The seminar commenced with an opening remark by Mr Chris Woodward, Director General, Trade & Investment at the British Consulate General Hong Kong, who highlighted global cybersecurity trends and the importance of cross-border collaboration. This was followed by a keynote speech delivered by Mr David Ip, Founding Chairman of HKCNSA, who shared the Association’s observations and experience in promoting the adoption of international standards within local practices, setting the stage for the subsequent discussion.

This was followed by a panel discussion moderated by Ms Frankie Tam, Director of the Cyber Legal Policy Committee of HKCNSA and Partner at Baker McKenzie. The panel featured Mr Isaiah Wong, Vice President of HKCNSA and Head of Cybersecurity & Overseas IT Department at The Bank of East Asia; Mr Steve Fok, Head of ICT at BSI Hong Kong; and Mr Lawrence Chong, Regional Head of Cyber & Technology, Asia at Howden. The panel brought together diverse perspectives from legal, financial, standards, and insurance sectors.



The discussion covered a range of core topics, including the interaction between international standards (such as ISO/IEC 27001) and Hong Kong’s local regulatory requirements, as well as the common gaps organisations face when moving from “compliance” to achieving “true cyber resilience” in practice. Panelists also examined how the increasing adoption of artificial intelligence is reshaping cyber risk profiles, particularly in areas such as data protection, accountability, and system transparency. In addition, the discussion addressed preparedness for cyber incident response, the relationship between regulatory expectations and cyber insurance, and the cybersecurity requirements financial institutions place on clients during onboarding and ongoing business relationships. The panel highlighted how ISO certification and cyber insurance can serve as important indicators of an organisation’s risk management capability.


During the Q&A session, participants raised questions and shared insights on regulatory developments, corporate compliance practices, and cyber risk management. Discussions also focused on how organisations can continuously strengthen their cyber resilience and enhance response mechanisms. By bringing together perspectives from international standards, local regulations, and market practices, the seminar provided a valuable platform for industry exchange.



Looking ahead, HKCNSA will continue to promote professional dialogue and knowledge sharing, supporting the industry in strengthening cybersecurity capabilities amid an evolving regulatory and technological landscape.
