HKCNSA Cyber Legal Policy Committee Workshop Explores Policy Challenges and Trust

On August 22, 2025, the "Cyber Legal Policy Committee Workshop" organized by the Hong Kong China Network Security Association and co-organized by corporate member Eversheds Sutherland successfully took place at Eversheds Sutherland (HK) Office. The event, themed "Cyber Policy and Diplomacy - Building Trust in the Digital Age," attracted professionals from various fields including cybersecurity, law, energy, transportation, and banking to discuss policy coordination and international cooperation in the context of emerging technologies.



David Ip, the founding chairman of the association, pointed out in his opening speech that the rapid proliferation of technologies such as artificial intelligence, blockchain, and quantum computing is accelerating the reshaping of the global cybersecurity landscape, and companies need to address technical risks and regulatory challenges. The association hopes to build a cross-industry communicating platform through this workshop to promote understanding and cooperation between the industry and policymakers.

The discussion was hosted by Frankie Tam, the Director of the Association's Cyber Legal Policy Committee and a partner at Eversheds Sutherland (Technology and Data). The guests included Gill Meller, the Head of Legal & Governance of MTR Corporation Limited, and Corinne Katz, the Senior Director of Group Legal Affairs of CLP Holdings Limited. They exchanged views on topics such as corporate compliance, cross-border risk management, application of new technologies, and customer trust, while sharing their respective industry experiences.

Frankie Tam illustrated that building digital trust is the key to promoting international cooperation in cyber policy. When enterprises adopt new technologies, they need to balance regulatory compliance, customer trust, and policy communication. Hong Kong has unique advantages in this aspect and should actively participate in global internet governance and regional policy coordination.

Gill Meller shared the network risks and regulatory challenges faced by the MTR Corporation Limited in the process of digitalizing the transportation system. She pointed out, When operating in multiple locations, businesses need to flexibly respond to regulatory differences across jurisdictions and establish a solid trust mechanism among the government, suppliers, and passengers. She also emphasized that the balance between data protection and operational efficiency is crucial to business strategy formulation.

Corinne Katz shared the challenges of cross-border data governance and regulatory coordination faced by the CLP Group in various locations. She believes that customer awareness of personal data protection is gradually increasing, and companies should maintain transparency and proactivity in information disclosure and communication with customers. When choosing new technologies and suppliers, security, compliance, and technological maturity are essential considerations.

Throughout the discussion, the guests unanimously agreed that digital trust is the core of fostering international cooperation in cyber policy, which relies on robust regulations, transparent communication, and multi-stakeholder participation. The discussion also covered viral topics such as AI regulation, data sovereignty, and corporate compliance. The on-site exchange was lively, with participants actively asking questions, demonstrating the industry's high attention to relevant issues.



This workshop deepened mutual understanding between industry professionals and experts in law and technology, offering valuable insights for future policy development and collaboration models. HKCNSA will continue to organize similar exchange activities to promote dialogue and cooperation in the field of cyber law and policy, fostering cross-sector collaboration and contributing to the development of cybersecurity standards across industries.
