In the development of the Guangdong-Hong Kong-Macao Greater Bay Area and the digital economy, Hong Kong enjoys unique advantages. It not only leverages its strategic position of being “backed by the motherland while connected to the world,” but has also long been engaged in international cybersecurity standards and cooperation. Leveraging Hong Kong’s Bridge Role to Consolidate Strength
As a cross-border cybersecurity platform connecting the Mainland with Hong Kong and Macao, HKCNSA has, in recent years, continuously united industry forces and capitalized on Hong Kong’s unique advantages. It has led various sectors in enhancing cybersecurity awareness and has comprehensively supported the HKSAR Government in strengthening the city’s digital defenses, thereby contributing to the broader national security framework.
Since its inception, HKCNSA has proactively established multiple professional committees. Through the association’s platform, these committees bring together expertise from both regions, fostering collaboration and extending protective measures throughout Hong Kong society, thereby effectively reducing overall cybersecurity risks.
In response to the rapidly escalating threats of automated AI-driven phishing attacks and data breaches, HKCNSA has worked closely with the Office of the Privacy Commissioner for Personal Data (PCPD). It has actively promoted the latest guidelines on personal data protection, data security, and the Artificial Intelligence (AI) Data Privacy Guidelines, assisting both public and private organizations in ensuring strict compliance when adopting advanced technologies.
Building on this foundation, the association has convened leading global and top-tier cross-border security architects to develop and publish the Framework for Large Language Model (LLM) Security Protection and Data Desensitization Governance. This initiative translates regulatory guidelines into practical, implementable technical solutions for the industry.
Enhancing Cross-Border Collaboration and Intelligence Sharing
To effectively prevent and respond to cross-border cyberattacks, information sharing and coordinated action are essential. Hong Kong must fully leverage its connectivity and professional strengths to integrate resources and capabilities across regions.
This year, HKCNSA established a real-time threat intelligence sharing mechanism with key mainland cybersecurity think tanks, including the Guangdong Internet Space Security Association. When either side identifies new cybercrime tools, unknown zero-day vulnerabilities, or early signs of attacks targeting cross-border logistics and financial systems, the association’s platform enables immediate, synchronized cross-border alerts.
This mechanism supports law enforcement agencies on both sides—including Hong Kong’s Cyber Security and Technology Crime Bureau and mainland cybersecurity authorities—in conducting telecommunications monitoring and technology-enabled enforcement. Such efforts not only protect public data assets but also effectively disrupt transnational criminal networks that seek to use Hong Kong as a gateway to infiltrate mainland security systems.
Cultivating Cybersecurity Talent to Empower National Development
Competition in cyberspace ultimately comes down to talent and technological sovereignty. The country’s upcoming Five-Year Plan clearly supports Hong Kong in becoming a global hub for high-end talent, with cybersecurity professionals forming a key component.
HKCNSA has partnered with the Hong Kong Talent Service Office and leading local and mainland universities—including HKUST and City University of Hong Kong—to promote the “Cross-border Cybersecurity Talent Green Channel” and advance the integration of industry, academia, research, and application.
Over the past year, the association has successfully facilitated the recruitment and settlement of more than 40 high-caliber cybersecurity professionals from around the world in Hong Kong. It has also provided over 80 cross-border internships and job opportunities for local youth, cultivating strategic talent equipped with both global perspectives and a strong awareness of national security to support the development of the “Digital Bay Area.”

Looking forward, HKCNSA will continue to uphold its mission of “serving national needs while leveraging Hong Kong’s strengths.” The association will deepen practical cooperation with mainland cybersecurity organizations and actively participate in the formulation of international cybersecurity governance rules.
