HKCNSA Welcomes the Official Release of Hong Kong’s First Five-Year Plan
On September 16, 2026, the Chief Executive of the Hong Kong Special Administrative Region officially announced The First Five-Year Plan for Economic and Social Development of the Hong Kong Special Administrative Region (2026–2030). This marks the first-ever formulation and release of a Five-Year Plan since the establishment of the Hong Kong Special Administrative Region, signifying a new developmental stage for Hong Kong.
The Hong Kong China Network Security Association (HKCNSA) warmly welcomes and firmly supports the release of The First Five-Year Plan for Economic and Social Development of the Hong Kong Special Administrative Region (2026–2030).
The Plan proposes proactively aligning with national development strategies to better integrate into and serve the overall national development. It explicitly outlines key future development goals: achieving new breakthroughs in economic growth, continuously enhancing international competitiveness and influence, accelerating the development of the Northern Metropolis, significantly improving people's livelihood and well-being, and making major progress in integrating into and serving the overall national development.
The Association believes that the introduction of the first Five-Year Plan not only outlines a clear and grand medium- to long-term development blueprint for Hong Kong, but also precisely anchors Hong Kong’s strategic positioning as a "super connector" and a "high-value service hub" under "One Country, Two Systems". By elevating both "development" and "security" to equally vital strategic heights, the Plan profoundly reveals the foundational logic for the high-quality development of the modern digital economy—that prosperity and security go hand-in-hand, and innovation and defense proceed simultaneously.
As a core driving force in promoting digital security and governance in Hong Kong, the Association believes that as Hong Kong continues to advance innovation and technology development, digital transformation, and smart city construction, a secure, stable, and trustworthy development environment will provide essential support for Hong Kong's high-quality development. To actively respond to the initiatives of the Plan, the Association will focus on the following dimensions to drive practical implementation:
• Strengthening Digital Resilience: Aligning with the Plan's deployments on promoting new industrialization and smart institution building, continuously advancing cybersecurity protection and AI security governance workshops for small and medium-sized enterprises (SMEs) and non-profit organizations (NPOs).
• Deepening Greater Bay Area Synergy: Closely following the pace of "hard connectivity" and "soft connectivity" within the Guangdong-Hong Kong-Macao Greater Bay Area, deepening cross-border data security and privacy compliance exchanges to escort the digital economy of the Greater Bay Area.
• Talent Gathering and Compliance Co-creation: Cooperating with international high-end talent clustering initiatives, regularly holding cross-sectoral exchanges and thematic seminars to unite cybersecurity experts from industry, government, academia, and research sectors to implement security and compliance.
Looking ahead, the Association will give full play to its role as a bridge and bond, continuously deepening close cooperation among all sectors of industry, government, academia, and research, and comprehensively assisting Hong Kong in steadily moving forward amidst the digital wave.
Standing at a new historical starting point, the Hong Kong China Network Security Association feels deeply honored by its mission and heavy with responsibility. We will take concrete actions to implement the various deployments of the Five-Year Plan, pool the wisdom and strength of the entire industry, forge a solid cybersecurity bedrock for Hong Kong, and jointly compose a magnificent chapter of high-quality development in the digital era.
